"Recommended for" vs "Recommended to"

"Recommended for" vs "Recommended to"
I would recommend this book for those who want to learn more about horses.

Is one OBJECTIVELY wrong to the point where an editor should be removing marks for it. The way that I understand it is "to" indicates the person or groups to which you would directly give the recommendation, whereas "for" indicates the final destination. For example, where it would make a difference could be with children's books. You can recommend a book "to" parents, but ultimately be "for" children between ages of 6 and 10. In the example on horses above, however, the "to" and "for" are the same person and therefore can be objectively correct.
Am I missing something?

Thanks for your thoughts. I'm actually not complaining, nor have I (or plan to) submit a recheck. I'm interested from a writing perspective what is the proper international grammar rules governing the use of the terms "recommended to" and "recommended for" in order to ensure my enhanced comprehension of these phrases results in better products for the reviews of paying customers.
